Description of bug: If you have a pdf form with a owner password only applied to it, you are unable to populate the form with data using cfPDFform tag. It should not be required to enter a ownerpassword to simply populate a pdf form with data. Not to mention this tag has no method of doing that.

Comments: Interestingly enough using iText directly (which is what the cfPDF tags are supposedly using) I can populate a pdf form without providing the ownerpassword
