Description of bug: When installing on Non-English Regional settings windows machine, after restart CF server fails to start. In order to make it work one need to add following arguments into jvm.config file,-Duser.language=en -Duser.region=US. Adding this may help to start to server, but then server acts as US regional formats (Like date, currency, etc...)
